In 2020, more than 540,000 students and 26,000 teachers in the state of Santa Catarina migrated to remote learning within weeks — without risk protocols or privacy impact assessments. My master's dissertation at UFSC revealed that 71.4% of educational technology specialists failed to identify real threats in that integration, even though concrete risks and harms were verified in the data.
